Job Title: General Manager
Reports to: Board of Commissioners
Location: Cannonsburg Water District, Boyd County Kentucky
Salary Range: $60,000 - $70,000 yearly (based on experience) +$5,000 after required training
General Manager
The General Manager is the chief executive officer of Cannonsburg Water District. Under the direction of the Board of Commissioners, the General Manager leads and supervises all aspects of the districts operations, including administration, finance, water system operations, compliance, and community relations. The ideal candidate will have a strong understanding of the challenges and opportunities associated with rural water utilities, particularly in Kentucky.
Essential Duties and Responsibilities:
- Directs, manages, and coordinates District operations, office staff, facilities, programs, projects, and planning of existing and future services.
- Coordinates and oversees the activities of the Districts consultants, engineers and, attorneys.
- Identifies and communicates to the Board all District needs for repairs, replacements, and capital improvements.
- Maintain emergency preparedness plans, activities, procedures, and drills are established and practiced to support delivery of critical resources in the event of an emergency or disaster.
- Represents the District with other agencies such as the Kentucky Public Service Commission, Kentucky Division of Water, Boyd County Fiscal Court, and others as associated with the position.
- Performs other duties as needed or assigned by the Board of Commissioners.
- Ensure compliance with all applicable water quality and environmental regulations, including those from Kentucky Division of Water and Federal EPA drinking water standards.
- Maintain regulatory compliance with the Kentucky Public Service Commission and all other State, Local and Federal agencies.
- Some travel required for Continuing Education hours and Training.
Minimum Qualifications:
- 5+ years experience in a water utility or public works facility (may be supplemented by other experience).
- 5+ years experience in a supervisory, management or leadership position.
- Experience in utility construction and practices.
- Must live within 1 hour of District Office.
- Valid driver’s license.
- Must be able to pass required drug screening.
- Shall obtain a Kentucky Water Distribution Operators Certificate Class II.
- Shall complete KRWA Utility Management Institute training.
- Proficient in Microsoft Word, Excel and, other office software.
Preferred (not required) Qualifications:
- 5+ years experience working for a Kentucky Division of Water regulated utility.
- 5+ years experience working for a Kentucky Public Service Commission regulated utility.
- Currently or previously a General Manager of a Water Utility.
- Graduate of the KRWA Utility Management Institute.
- Class IID Kentucky Water Distribution Operator or higher.
