Job Summary

Provides direct supervision to MSD’s internal armed security guard staff.   Oversees the daily performance of the guards at MSD Morris Forman Treatment Plant, Central Maintenance Facility and MSD Main Offices.  Supervises and coordinates guards’ participation in investigations of theft, misconduct, equipment injury and accidents.  Upholds established security practices, policies, and procedures.   Provides leadership, guidance, and support to the guard staff and security team.
Performs other duties as assigned.

Essential Job Functions

Supervises the performance of the armed security guards, including carrying a firearm.  Oversees activities to reduce/deter the risk of violence in the workplace.  Takes proactive steps to provide a safe and secure working environment for staff and visitors.  Oversees security guard staff in the protection of MSD property from intrusion, vandalism, abuse, interference, trespass, or any unlawful acts.   Ensures all security guards are performing duties as required. Oversees daily workflow, work shifts, and assignments.   Accounts for staff availability, develops and designates schedules, and contacts employees to fill vacant shifts.   Monitors staff working hours and schedules to minimize overtime and ensure an equitable distribution of working hours due to absences.  Works flexible shifts to perform weekend and off hours post checks. Conducts regular site walk throughs, patrols, and inspections of guard post.  Ensures individual and site equipment are in proper working condition.  Develops and oversees the training program for new hires.  Assigns and distributes uniforms and equipment.  Plans and coordinates training on safety protocols and emergency response procedures.  Ensures consistent implementation of standard operating procedures and identifies opportunities for improvement.  Ensures that correct processes and techniques are followed in the performance of post duties.   Ensures guards are informed and trained on any changes to post orders, conditions, threats, or protocols as warranted.  Supervises and schedules annual firearm qualification training.  Ensures adherence to accredited training programs and maintains training records.  Routinely performs risk assessment to pinpoint vulnerabilities in post orders and daily operations.  Develops and oversees corrective actions for vulnerabilities identified in assessments.   Responds to security incidents, emergencies, and alarms, ensuring swift and appropriate actions are taken. Monitors surveillance systems and responds to any suspicious activity, breachers or alarms.  Establishes goals, addresses disciplinary issues, and evaluates employee performance.  Provides guidance and support to security staff in high-stress situations.  Maintains accurate records of incidents and reports any violations of security procedures.  Ensures all security events are properly logged, documented, and reported to senior management.  Communicates effectively with management, contractors, vendors, and employees.   Ensures that security guards are following all safety regulations and protocols.

Knowledge, Skills and Abilities Necessary to the Work

Knowledge of security practices and procedures; knowledge of investigative practices such as fraud, theft, accidents and incidents; skill in surveillance monitoring; skill in oral and written communication; skill in problem solving; ability to enforce MSD rules, regulations, policies and procedures; ability to operate a PC and associated Windows environment software (e.g. Microsoft Office Suite); ability to supervise a diverse workforce; ability to handle difficult or emotional situations and/or customers; ability to resolve problems; ability to exercise tact and diplomacy; ability to maintain accurate and confidential records/information; ability to exercise judgment and discretion; ability to be courteous and helpful under pressure; ability to work 24 hour emergency response, various shifts and weekends.

Minimum Requirements

Associate degree in criminal justice, security management or a related field; three or more years of related security/law enforcement experience; an equivalent combination of education and experience may be substituted.  Must possess a valid Armed Guard License issued by Louisville Metro Department of Codes and Regulations prior to the start of work.  Must possess a valid concealed carry deadly weapon permit (CCDW).  Must possess and provide a suitable firearm for use on post.   One or more years of supervisory experience preferred.  Must possess a valid driver's license.  Must have safe work and driving habits.  Must be able to be on call 24 hours per day, 7 days per week.
