The City of Ashland is accepting applications for the position of DIRECTOR OF HUMAN RESOURCES

Supervisor: City Manager
Supervises: All employees assigned to the Department
Pay Range: $38.177-$65.557


Class Characteristics: Under general administrative direction, plans, organizes, directs, coordinates, and evaluates all activities and programs of Human Resources.


General Duties and Responsibilities: Plans, organizes, directs, coordinates, and evaluates all activities and programs of the departments. Supervises and evaluates all employees assigned to the departments and administers employee evaluation program. Ensures that departmental activities comply with established procedures and standards, and federal, state, and local laws and administrative regulations including EEO and ADA. Assists with development, implementation, dissemination, and administration of policies and procedures. Advises City Manager, Department Directors, and employees on human resource related matters. Administers classification and compensation plans. Assists with the termination and hiring process including interviews, screening applicants, selection process, and offering positions. Ensures all training is coordinated with Directors and Special staff, ensures all professional training is monitored and tracked. Coordinates drug/alcohol program. Maintains employee records in compliance with federal and state laws and administrative regulations. Prepares and administers the budget. Serves on various committees.


MINIMUM QUALIFICATIONS:
Training and Experience: Bachelor's degree in Human Resources, Business, Public Administration, or related field required, supplemented by five (5) years directly related work experience.


Certification/Licensing Requirements: Completion of certification requirements by the Society of Human Resources Management and/or the Kentucky Public Human Resources Association preferred, but not required within three (3) years of hire. Must possess and maintain a valid driver's license as a condition of continued employment in this class. Must be bondable.


Overtime Provision: Exempt.
