BILLING CLERK

Beginning Pay: $18.689/ hr
Class Characteristics: Under general supervision, performs tasks involving billing for municipal utility customers.
General Duties and Responsibilities: Reviews meter readings for accuracy, malfunctions, and missing information. Runs calculations and monitors billing after all errors have been corrected and runs reports. Posts bills in the computer after they have been printed. Processes work orders turned in by customer service. Creates accounts for new customers in database ensuring that they are set up with correct rates based on geographical area and type and calculates adjustments for current customers. Calculates, prints and mails property tax bills for City of Ashland, Floodwall and Ashland School System. Calculates adjustments based on exonerations received from Property Valuation Administrator (PVA) and enters on accounts receivable ledger. Calculates Penalty and Interest on property taxes and mails delinquent letters ensuring correct ownership of property. Prepares and prints final bills using Documatch sorter/printer and enters information into computer. Assists with sewer surcharges and billing. Maintains records and necessary documentation. Enters reduced rate for qualified utility customers each year. Bills and maintains Public Services Company (PSC) taxes. Trains new employees/lower classified Division personnel. Provides technical support/to Customer Service. Assists with delinquent accounts by providing notifications, adding penalties, and preparing the necessary forms to file suit. Serves as substitute for Customer Service Representative. Assists with additional clerical and administrative duties.


MINIMUM QUALIFICATIONS:
Training and Experience: Graduation from high school or equivalent, supplemented by four years directly related work experience.
Certification/Licensing Requirements: Must be bondable.
Overtime Provision: Non-Exempt.
