Request for Qualifications – Water Tank Maintenance

Paintsville Utilities Commission (PUC) is requesting responses to this Request for Qualifications (RFQ) from qualified firms interested in providing water tank inspections, providing specifications for tank maintenance, providing assistance throughout the bidding process, and providing overall management services for tank maintenance projects.  Qualified firms must have NACE trained coatings inspectors on staff and be independent of any firms contracted to perform maintenance on the tanks.  Submittals will be scored and ranked based on experience, staff and references.

PUC will accept sealed qualifications until 4:00 pm, Monday, January 5, 2026.  Submissions received after the specified deadline will not be considered.  Submissions should include 8 copies of the qualification statements.  The sealed submissions must be clearly marked as “RFQ-2026 Tank Inspection Services”.   Submissions can be made by mail to Bob Pack, Paintsville Utilities, PO Box 630, Paintsville, KY 41240 or hand-delivered to the Utilities’ office located at 137 Main Street, Paintsville, KY 41240.  Questions regarding this RFQ shall made be in writing to Bob Pack at the address above, or by email at bpack@paintsvilleutilties.com.  Submissions shall be reviewed by the Paintsville Utilities Commission.

PUC reserves the right to reject any or all responses and to solicit again at a later date. PUC may waive any irregularities in the proposal or negotiate variances from specifications and make awards that are in the best interests of PUC.  The Commission will review, rate and rank responses in accordance with the criteria received.  The Commission reserves the right to interview any, all, or none of the respondents.

PUC reserves the right to refuse and reject any or all qualifications and to waive any or all formalities or technicalities or to accept the firm(s) who Paintsville Utilities, in its sole discretion, determines to be most qualified.  

Attention of Respondents to this request for qualifications is called to the requirements of Section 3 of the Housing and Urban Development Act of 1968, Section 109 of the Housing and Community Development Act of 1974, Title IV of the Civil Rights Act of 1964, Executive Order 11246 and the Non-Segregated Facilities, all of which may be incorporated into any contract issued pursuant to this solicitation.
