Legislative Session Ends – Sine Die!

The 2024 legislative session officially adjourned sine die Monday night – concluding the 60 working days for this year’s regular session, which began back on January 2. When the dust settled, Lawmakers filed more than 1,200 bills this year – the highest number in more than two decades – and passed only 229 pieces of legislation. More than two dozen of those received a vote on the final day.

The last two legislative days were relatively long ones, full of veto overrides but lacking in much drama. The Republican House and Senate overrode all of the Democratic Governor’s vetoes with the exception of one bill and one line-item veto in the budget.

Among the highlights of the 2024 Session of the Kentucky General Assembly was the passage of HB 563, which establishes the Kentucky Water and Wastewater Assistance for Troubled or Economically Restrained Systems (KY WWATERS) Program.  Additionally, HB 1 provided substantial funding for Kentucky’s water and wastewater utilities, surpassing $339 million.  This allocation includes $150 million for the KY WWATERS Program and $189.5 million earmarked for 46 specific projects.

Other highlights were the passage of HB 40, which combined the water and wastewater certification boards and establishes a voluntary utility supervisor certification program; SB 174, changes to the Underground Damage Protection act; SB 229 Municipal Utilities board changes; and SJR 149 Energy and Environment Cabinet and PFAS best management practices guidance.

The Kentucky legislature convenes in regular session on the first Tuesday after the first Monday in January for 60 days in even-numbered years and for 30 days in odd-numbered years. It convenes in special sessions at the call of the governor.

The Kentucky Constitution mandates that a regular session be completed no later than April 15 in even-numbered years and March 30 in odd-numbered years.
