The Kentucky Division of Water has scheduled a Public Hearing for the purpose of soliciting comments from concerned individuals on the draft KPDES General Permit KYG640000.  DOW proposes to issue a general permit for wastewater discharges associated with drinking water plant activities. The draft general permit contains water quality based and technology based effluent limitations and conditions.  The general permit will expire five (5) years from the effective date of the permit.

This draft general permit contains numerous changes to the previous permit. Of particular note:  the addition of effluent limitations for Total Residual Chlorine and conditional effluent limitations for Total Recoverable Iron and Total Phosphorus; The addition of conditional effluent monitoring for Total Recoverable Aluminum; An exclusion of eligibility for discharges to a water impaired for turbidity, or impaired for sedimentation/siltation with an approved Maximum Daily Load; and An exclusion of eligibility for water treatment plants that do not use conventional treatment.  A Notice of Intent will also be required from all facilities, new or existing, in order to obtain coverage under this general permit.
