The Kentucky Rural Water Association, in conjunction with the National Rural Water Association, has designed an Identity Theft Prevention Program Compliance Model to assist water and wastewater utilities with compliance of the Federal Trade Commission's (FTC) Identity Theft Red Flag Rule. The rule requires utilities to develop an "Identity Theft Prevention Program." The program consists of selecting methods to detect red flags when accounts are fraudulent, procedures to prevent the establishment of false accounts, procedures to ensure existing accounts are not being manipulated, and procedures to respond to identity theft.
All utilities are required to comply with the FTC's "Identity Theft Red Flag Rule" even if only nominal information such as name, phone number and address are collected.
Your utility governing body will need to adopt this or a similar Identity Theft Prevention Program Compliance model by November 1, 2008.

Fire Department - Water Usage Report Form
Kentucky Revised Statutes and Kentucky Administrative Regulations stipulate that fire departments may withdraw water from a utility's water distribution system for the purpose of fighting fires or training firefighters at no charge on the condition that the fire departments maintain estimates of the amount of water used and reports this usage to the utility
The Kentucky Rural Water Association has developed an excel spreadsheet to be used by the fire departments to accomplish this requirement.
New Revised Record Keeping Package Now Available
The new record keeping package has been finalized and has been posted on the KRWA website. Download the new package and enter your 2008 analysis results. Revisions include a Lead & Copper consumer notice and certification and the new mailing address for the Division of Water. Many of the suggested modifications from water system personnel, KRWA staff, and DOW staff have been incorporated into the revised package.

National Rural Water Association Salary and Benefit Survey
Kentucky Rural Water Association is compiling a "National Rural Water Association Salary and Benefit Survey". This confidential information will be compiled and the final results will be sent to each Rural Water Association Executive Director/CEO who participates.
The form is being sent to all State Associations electronically, as well as a hard copy version.
$225 Million in Water & Sewer Projects Approved!
State lawmakers have adjourned "sine die," bringing the Kentucky General Assembly's 2008 Session to a close, but not without some last minute confusion and controversy. Fortunately, the lack of an agreement on the pension bill and the Louisville Bridge funding came after the passage of House Bill 608, which includes $225 million in bond funding for water and sewer projects. House Bill 608 contains line-item water and sewer projects for coal and non-coal counties in Kentucky.

Treatment Plant Operator
Kentucky American Water is seeking a team-orientated individual to fill the position of Treatment Plant Operator in our Production Department in Lexington, KY. The position requires that the individual operate pumping and treatment equipment, handle chemicals and set chemical feed equipment at the proper dosage. The individual shall also perform quality sampling and analysis, while adjusting plant flow rates to meet system demands. The individual is also responsible for backwashing filters, record hourly readings, maintain plant cleanliness and perform minor plant maintenance.
The individual must possess a Class IV Water OperatorÃs license and preference will be given for individuals who also hold a Class II Wastewater license. The individual must also maintain a Kentucky state driverÃs license and be able to operate motor vehicles.
The minimum educational requirements are a high school diploma or recognized education equivalency certificate. An associate or bachelor degree is a plus.
